To setup a repository, you need to use the CVSNT control panel applet. 
Once you open the applet, click on the "Repositories" tab and fill in 
the blanks.

Could you be more specific on your problems? i.e Did you try to start a 
brand new project or just import an existing into the repository? Did 
you have problem committing changes, updating, or setting up users, etc.?
