[cvsnt] How to create user without permission to write

Hi!
I use cvsnt on a Windows XP machine (SP2).
Everything seems to be running, login over network with :pserver: works 
fine.
But:
When I limit the access of a user to read,nowrite the user is still able to 
checkin files.
svc lsacl produces:
---
Directory: .
Owner: michael

user=roland
        read
File: Neu Textdokument.txt

user=roland
        read
        write(deny)
---

cvs chacl -u roland -a read,nowrite *
produces "setting ACL for file Neu Textdokument.txt"

So what's wrong?
