Follow-ups:
1. Will this happen also if a file is on a branch inside a folder that
is not? (What I mean is will the file be committed on HEAD even though
it is carrying a branch tag)?

2. What would happen if the folder is on a branch, but the file is
reset to HEAD and the branch is not locked like yours was? Would the
commit then go to the branch because the folder is on a branch or to
the TRUNK because the file is on HEAD?

3. Is this overzealousness a property of 2.5.01 (server side) or
2.5.02 (client side)?
