For instance it determines what tag (/branch ideally) to use for newly
added files in that folder. Without that file new files would always be
added to the trunk. This file has always existed (just look at the
Cederqvist) but there are situations when it sometimes does not get
created. I have no idea at all what causes this but I see it quite
often...
