At some point in the past 'cvs diff' used to always diff against the 
HEAD revision.. maybe it was a workaround for that?

I don't know what else it would be used for.

btw. the rdiff -s that was mentioned in the link I posted seems to be 
quite useful.. unfortunately it suffers from the same syntax issues that 
plague a lot of the tagging - you can't say 'last week in branch 
CVSNT_2_0_x' for example.
