[cvsnt] initializing more than one repository in Linux

Hey friends,

 I have 3 developer teams in my domain.I configured
cvs server .How do I handle 3 teams with one
repository

For expample:

cvs -d /opt/cvs init

now /opt/cvs is one repository.

I want the other team to work on another repository

cvs -d /opt/cvs2  init

cvs -d /opt/cvs init

Is it possible?

Or the other way
 under /opt/cvs i have to create folders and giving
permission to respective teams .

Like 
/opt/cvs/project1  here the team one will be having
the acces 

/opt/cvs/project2 here the team two will be having the
access.

/opt/cvs/project3 here the team 3 will be having the
access.

Actually I want that all the 3 teams work
independently without interfering with each other on
CVS and I have only one CVS server.

Please tell me any tutorials for cvs controls like
allowing only a particular user to checkout that
module not others means more restrictive access to the
cvs.

I would be very grateful If anybody can guide me.
