[cvsnt] cvslock.exe crashes on Windows XP with fast user switching

Hello everybody,

when multiple users are logged into a Windows XP computer (with fast user
switching) then cvslock.exe  crashes on every execution of an arbitrary cvs
command with an access violation in advapi32.dll (see attached excerpt of
Dr.Watson dump).

Of course this is not an issue during regular use of cvs. However, for
testing and learning purposes it would be convenient if one could switch
between different users on the same machine rapidly.
