CVSNT 2.5.03 (Scorpio) Build 2125

First in 2.5.03 cycle (this will be a short cycle, since it's just tying 
up loose ends).

* No longer use howl by default. cvsnt has its own minimal mdns 
responder built in (it can also use others if required).
* mdns supported on all platforms
* On Win32, control panel is executed via a proxy stub that modifies the 
search path.
* If there's an active transaction on a file lockserver will no longer 
grant a write lock even if there are no locks on the file (removes a 
small window where two processes could attempt to lock the same version, 
leading to a confusing error).
* Merging two branches with -ko expansion was expanding keywords.
* If talking to server <2.0.58, don't advertise kerberos.
* Unicode filename support fixes - import of japanese/hebrew files 
should now work properly (may require --utf8 flag on the command line to 
support this, depending on the machine setup).
