[cvsnt] Branch tags incorrect

I created a branch on a 20 file sized project,
and most of the entries were tagged to revision addresses
that appeared to have random characters at the start
of the revision address.

We have since restored the CVS repository files and have not seen this 
behaviour again (well for a day or two). But it definitely looked like a 
'lost' C pointer
putting, instead of stuff like "1.2.2" in was putting stuff in like 
"1.h" or "UÄ.1".
