[cvsnt] Control Panel shortcut needs "Start In" directory

When installing CVSNT 2.5.02 Build 2096

 

1) the CVSNT control panel fails to install itself in the control panel
group, and 

2) CVSNT fails to run from the Start Menu shortcut on a fresh install on
Windows Terminal Server 2003

 

In fact, the .cpl file will only work if it is executed in the C:\Program
Files\CVSNT directory.

 

Fixes:

 

1) Unknown

2) add the "C:\Program Files\CVSNT" directory as the "Start In" directory of
the Start Menu shortcut. It will also work if you add C:\Program Files\CVSNT
to the path, but this contributes to path pollution and slow execution of
the system in the long run.

 

If there are other fixes, I am not too attached to these. :)
