Hmmm -- not Gentoo specific apparently.  I just disabled sserver with 
the plugins and I get:

Z:\>cvs info -r stanley
Server: stanley
Version: Concurrent Versions System (CVSNT) 2.5.03 (Scorpio) Build 2260

Protocols:
   gserver
   pserver

Repositories:
   /var/cvs/general              Default repository
...

Default repository: /var/cvs/general

Default login: :pserver:stanley:/var/cvs/general

Z:\>cvs -d :sserver:gstarret at stanley:/var/cvs/general ls
Listing modules on server

CVSROOT
test
...

Z:\>cvs -d :sserver:gstarret at stanley:/var/cvs/general ver

Same thing happens when I set PserverProtocol=0 (e.g. not in the 
protocols list but still works with a ls command).  Renaming the 
pserver_protocol file still works to disable the protocol though.
