[cvsnt] Chacl command not working in 2.5.03(scorpio) Build 2260

Hi,
1.I have setup my repository on windows 2K machine.
2.I am Using the pserver protocol.
3.I have created two NT users CVSadmin(bleongs to
admin group) and CVSUser(belongs to user group).
4. The repository security is set to "Everyone" all
controls.
5. Created a CVS users and aliased it to the real
account.
6.I have also grouped the user in a "group" file.
6. Using the CVS chacl command set the access
permission to various directories for the group names.
7. When i do a "cvs lsacl" it shows the access as it
was set. But every user is able to act like an admin
in
the repository. Everyone is able to add delete modify
etc.
8. I have seen some old version of the CVS adds a file
by name .perm once the access control list is applied.
With the new version i am not able to see any of those
files getting created.

   Please let me know where i have gone wrong. How to
make the ACl work.
