I think I have this solved:

>Example, I need to get this:
> module1 -- group1
> module2 -- group2
> module2/doc	-- group3
>Directory: module2/doc
>Owner: cvs
> read
> write
> create
> tag
> control

I assigned read,write,control,tag,create to group2 on module2, then
later assigned I assigned read, write, control, tag, create to group3 on
module2/doc - then removed group2's ACL on module2/doc. There's
probably a more direct way, but this worked.
