[cvsnt] Basic User/Group ACL setup (Solaris)

I think I have this solved:

>Owner: cvs
>user=group3
>        read
>        write
>        create
>        tag
>        control

I assigned read,write,control,tag,create to group2 on module2, then
later assigned I assigned read,write,control,tag,create to group3 on
module2/doc - then removed group2's ACL on module2/doc.  There's
probably a more direct way, but this worked.
