Thanks everyone for your input on this. I think you've coonfirmed what my initial thoughts were, that the server is probably capable of doing what we need but there might be some work required on the client side. Exactly what that work might be is to be determined. Your comments are much appreciated.

At the very least set it up so that they get the files read-only on checkout/update and need to "edit" them to actually being able to change them. This together with TortoiseCVS and some training can work.
