[cvsnt] How to get new administrative files when updating CVSNT?

I have noted that when I update my CVSNT version (which I do on my
test server whenever a new version is available) any new features in
CVSROOT such as new script files will *not* be created automatically.

So now I wonder what is the proper procedure to get them there after
an upgrade of CVSNT?
An example here is the CVSROOT/shadow file that has appeared recently
(don't know when though) and which I would like to have a go at *in my
existing* repository.
Just a few minutes ago I created a new repository and let CVSNT
initialize it in order to get the fuill population of default script
files so I could look at them. Of course here the shadow file appeared
fine. But how do I get it into my existing test repository?
If I force a rebuild of the admin files by committing a trivial change
to one of these files no new scriptfiles appear.
