I figured as much, but what if one wants to get the "original" file
comments and advice?
And if one does not know which files might have been added in recent
development so there is no prknowledge of which files to create?

What if one runs cvs init on an already initialized repository?
Will this *merge* changes into already existing files and create the
missing ones?
