I can now confirm that:
1. With CVSNT build 2207 on the server the bugID supplied with the -B
switch on the cvs command is recorded into the CommitLog table.

2. With CVSNT build 2214 this does not happen, mainly because no
auditing at all seems to be happening...

So what you need to do is exctract the bugID from the CommitLog table
in the usual way.
