this question seems to be a usage question for Tortoise rather than a
CVSNT question. In CVSNT the Audit function will handle the bugid and
it also is possible to create it using the -B switch on the cvs commit
command.
So from a CVSNT perspective there is nothing more to do. 
You should be better off asking on the Tortoise list.

Must it be done in command line, or can do it in TortoiseCVS?
