cvs admin can be invoked _both_ by administrators of the
local machine _and_ by users listed in the admin file.
Is this correct? That would be good, but, as I wrote in my
previous post, it seems that either the admin file is
_not_ consulted or I am missing something. Could you please
help me on this issue?

I agree with you, the admin file approach would be sufficient (and
efficient) for my purposes, if I could make it work.
