[cvsnt] change bugID

All;
	Can you change the associated bugID with the admin command?  I
tried to do the following: cvs admin -m 1.61:-B9 precommand and it
didn't change the bugID.  I also tried a -B instead of -m but the admin
command does not seem to recognize the -B option.
