It sounds like it's broken > your TCP/IP stack. It's apparently a client LSP (Lightweight Streaming Protocol, a stream-over-UDP transport) implementation used for 3G mobile broadband. It appears to do on-the-fly compression, which apparently conflicts with all sorts of applications. Also, judging by the first few Google hits, it deals poorly with network reconfiguration, so it wouldn't surprise me if it's causing problems here.
