THe error message means that the TCP/IP layer cannot find anyone
listening at 10.221.13.94:2402.

This is not very strange either since the CVS port is 2401. Why did
you explicitly give that erroneous port when you use cvs????

2402 is used ONLY locally by the lockserver and is meant to be used
exclusively by te server itself.
