It needs to be setup by the administrator and only a very recent cvsnt server 
will support such an option.

Enabling it is dangerous - be *very* sure what you are doing and *never* 
enable this option on a repository where you don't trust absolutely everyone 
who accesses the server.

The whole thing probably needs a rethink for security purposes anyway.
