I'm trying to start the cvsnt control panel from start->all programs->cvsnt.
The control panel does NOT have an icon for cvsnt with 2252, but did with
the previous version.

The value of
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Control
Panel\Cpls\CVSNT is C:\PROGRA~1\CVSNT\simcpl.cpl and that file does exit.
Attempting to run simcpl.cpl does nothing and leaves no errors in the event
viewer.  Is there some other way of finding out why it doesn't start?

You need:

HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Control Panel\Cpls\CVSNT 
set to path of simcpl.cpl

(also for NT4 support put the same in the MMCPL section of control.ini)

also

HKLM\Software\CVS\PServer\InstallPath set to installation directory.
