[cvsnt] update making modified files read-only

Probably another simple configuration error.  I have a number of users 
that run with a read-only source tree (CVSREAD=1).  If a user has a file 
modified and does an update that merges in another user's changes to 
that file, then the locally modified file becomes read-only.  It this 
familiar to anyone?
