[cvsnt] Question Regarding CVS folder and Import command

I've done some reading in the manual and the news archive, but was 
unable to find answers to my 2 questions... Can anyone provide info?

cvsnt 2.5.03.2260 on RH Linux

* When one checks out a full repository (ie, co -P .) a CVS folder is created
at the module level.
* When one checks out a single module, no CVS folder is created at the _module_
level.
* After one has checked out all of the modules (say, one by one), the results
of this activity are not the same as checking out the repository all at once
(you are missing the CVS folder using this method).


Why is a CVS folder created at the module level when checking out the entire
repository, but not when checking out a single module? Shouldn't the CVS folder
either be there for both cases or absent from both cases?

Is the "import" command the only way to create a module?
