Hmm... actually why would it be too complex? When a user attempts
to commit a change then CVSNT does check whether the user has
the right to write to that folder. And that same check should be done
when executing a 'cvs lsacl' command and simply output that the write
privilege is effectively granted or denied. The same goes for all the other
access privileges...
