Without going too deeply into this, it sounds like you might have 
changed the CVS Dispatch Service login from System to another user. 
Chances are that you didn't grant all the required rights to that other 
user and this is causing the error.  Try changing the CVS Dispatch 
Service login back to SYSTEM and it should work properly.
