CVSNT requires a system level hook into the OS to provide pserver 
functionality.  That rarely changes (hasn't in several months), but when 
it does it needs a reboot to actually update it.  It's the installer 
itself that makes the decision whether a reboot is required... I believe 
it just sometimes asks for a reboot simply because you've updated 
certain files rather than for any techincal reason.
