For 2.6 the files will still be basically RCS backed, and the directory 
structure (and possibly user information and ACLs) will be in the database.

For 3.x the whole thing will be in the database, although whether the 
binary data itself will be the hasn't been decided (storing large binary 
blobs in databases isn't very efficient compared to the filesystem).
