[cvsnt] Tagging failing on Directory where a rename was done

 Well, I stop the services (lock and CVS), cleared the cvs temp directory
and then started the services again. All seems to be well now.

Looks like something has locked the temporary RCS file (the ,xxx, file) for
the directory renames.

Have you checked for stuck processes, etc.?
