[cvsnt] history file not (anymore?) created on init

Hello all,

I recently installed CVSNT 2.5.03 build 2382 and created a new repository
using the control panel that did an 'init' on the new empty folder for me.
It appears that the "history" file was not created in the "CVSROOT"
directory. Is this normal?
