Virtual PC doesn't do this.  Unsurpisingly, given the workstation version's free*, there are a lot of VPC images out there.

* Yes, I know about VMware Player, and I also know where to get hold of empty preconfigured disks and how to hand-edit the config files.  Not everyone does!
