It's because Windows memory management isn't the same as Linux.  CVS 
grabs just what it needs and grows it -- Linux handles this fine, but 
Windows doesn't release memory as fast so it chokes.

You can try increasing the virtual memory amount, but the real fix is 
going to be in 2.5.04.  I see you're a CVS Suite user -- We have an 
experimental patch for commercial support customers available.  Write 
into support for more info.
