[cvsnt] commitavail

I tried to setup permissions, so group A cannot commit
to group B's modules.  I'm using CVSROOT/commitavail

 # By default nobody can commit anything

unavail

avail | DCS+sdr1 | /home/cvs/webdev
unavail | DCS+rxw6 | /home/cvs/webdev

where /home/cvs is the repository, webdev (owned by
DCS+sdr1)the module

I logged in as DCS+rxw6, but I still can commit ,
import modules, etc

How do I keep the to groups securely apart from each
other?
