I use watches for a few non mergable files edited by multiple persons
and it works great so far.
The problem I had with the other files seems to be Tortoise related
as soon as it's configured to use any kind of edit options it seems
to add the -x flag for new binary files added to a repository.
But that doesn't belong to this group and given your help I can easily
fix those cases.
