[cvsnt] Cannot create new module

That's it.  I didn't know about the remote commands or that you can use  
'.' to represent the root of the repository.  I ran

cvs -d :sserver:ChrisPurves at localhost:/cvs rchacl -u admin -a create .

and now admin users can create new modules in the repisitory.
