Have a look at the TortoiseCVS ADD code , it has a very useful check for
exactly that.  In theory you could add that into a status -a command or
something that many people would find useful.  Please submit your
patches to cvsnt-dev.

As a part of the EVS client project we are trying to provide as many
useful client APIs as possible, and this may end up being one of them,
but I doubt it exists yet.
