My CVS/Root file just said, "/projects/cvsroot". This was created when I did my CVS checkout on a linux terminal. I am assuming that WinCVS interpreted this to mean local, hence the error I got originally. Hence why the wording says "local access to network". A "normal" sandbox on a network share is also "not supported" as Tony pointed out - but does not generate this error (on the commercial side we do support sandboxes on network shares).
