You may want to read this (scroll right down to "What is a "chroot jail" and 
how do I set one up?"):

The PServer file is (mostly) for connections using the PServer (and related) 
protocol - the "RunAsUser" setting is not used for ssh connections.  You 
also probably want to alias the repository so its actual location is 
different from the one listed in the CVSROOT.
