You're going to get that anyway.  We used to try to mandate bug numbers 
at a place I worked ages ago.

It's really amazing how much work bugid 1 got done to it :)

(We tried blocking bugid 1, so they switched to 2... sigh..)

Really the big stick approach is the only one that's going to work.
