[cvsnt] does "cvs log -d" use local time or UTC?

I know that CVS associate commits with UTC/Greenwich Mean Time.
However, when I do a "cvs log -d" what time should I be using.  Should I
enter my range based on local time or UTC?   It seems to work with local
time so I just wanted to make sure I have it right.
