Is it just notify you want him to be excluded from?
If you want him to be totally excluded and you are using CVSMailer then I believe that you could do the following:

Remove his entry from the CVSROOT/users file
Then his email will not be available and CVSMailer will skip him from the sender list.

I have an issue with a user that is added as a watcher
of
a certain project in the repo. And CVSMailer is setup
to 
notify him about changes using CVSMailer.

Can I somehow as CVS Administrator remove him from
the notification list of that project? I tried just
about anything I could think of and could find in
various books and nothing seems to help.

He continues to be on the watch list of the files in
that project.
