[cvsnt] problem using chacl

I'm giving only read access to the user using chacl command(in windows
environment) then also user is able to commit. Can anyone suggest me
why? I have used chacl as follows:

 

D:\temp\sandbox>cvs chacl -R -a read -u user2 pttest

setting ACL for directory pttest

 

D:\temp\sandbox>cvs lsacl

Directory: pttest

Owner: user1

 

user=CVSUsers

        read

 

user=user2

        read
