I suspect MSI is basically hosed at this point.  If the windows 
installer loses its installer database there isn't a lot you can do.. 
you can't modify any previously installed application or 
uninstall/upgrade one - not sure if it can recover enough to install new 
packages.. it's not something I'm really inclined to test!

You could try to see if the windows installer cleanup can help
