What CVSROOT are you using, eg:
  :pserver:hostname:/cvsrepo
  :sspi:hostname:/cvsrepo
  /usr/local/repo
  :local:/usr/local/repo

Note of the 4 examples only the first 2 are OK - 'normal' users should
never use :local: to run a repository (it is for init and internal
developer use only).
