Yes this is definitely fixed in 2.5.03, I just ran this test:

In CVSROOT/Modules I added:
ttt test\ space

Then I did:
 I:\renametest>  cvs -d :sspi:w2k3clstr:/myrepo co ttt
 cvs server: Updating ttt
 U ttt/b.txt


Upgrading to 2.5.03 will definitely resolve this problem.
