A minor technical point here:  The file format wasn't improved, but 
there are additional fields present (which is allowable per the RCS 
spec).  CVS doesn't know how to handle those additional fields, or the 
new encoding methods (if they are used -- e.g. binary deltas, unicode, 
compressed deltas).
