The 'vendor' imports should be done with 'cvs import' - it's all
'normal' imports that 'import' is not really the best option ;)  I've
recommended in the past we change the name of import to something else
to make this clear, but it's just too hard.  Tony would normally use
'cvs add' and 'cvs commit', not 'import'.  If you've got hundreds of
files to add then a simple linux shell command can do a recursive add,
but we've talked on and off about putting a recursive add directly in
cvsnt for windows users.
