Yes - CVS Suite 2008 includes the option for the bug number to be
extracted form the message.

The bug number is really a 'user defined change set' and is very
powerful.  Eg: revisions 1.22, 1.23 and 1.24 of hello.cpp and revisions
1.18 and 1.19 of hello.h can all be marked with a bug id and then that
id used for merges, reports in audit, promote etc etc.  It is very
different from a tag or an atomic commit id which only applies to a
single commit.
